As of October 6, 2025, employers with a workforce in Quebec must comply with Law 27, a landmark legislation that modernizes the province’s occupational health and safety system. This law introduces mandatory measures for identifying, preventing and managing psychosocial risks (PSR) in the workplace, including organizational justice, workload and social support.
Law 27 reflects a growing recognition that workplaces play a critical role in preventing psychological health problems. It requires employers to take a proactive approach to mental well-being by assessing factors such as burnout, low autonomy and lack of support. Organizations must also train managers and staff to recognize and respond to psychosocial risks and implement targeted prevention programs like stress reduction strategies and employee support measures.
Law 27 mandates that employers:
- Identify and measure psychosocial risks in the workplace.
- Implement clear policies to prevent psychological harassment and injuries.
- Document actions and be prepared for possible inspections.
By taking action now, employers can stay ahead of regulatory requirements and demonstrate a genuine commitment to employee well-being. Non-compliance may trigger inspections by the Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST), but by acting now, organizations can move beyond risk avoidance and build a culture of psychological safety.
