Program Basics – Culver’s Insurance Program
The Culver’s program is a tailored insurance and risk-management offering for Culver’s franchise owners, providing access to business insurance, employee benefits, risk services and personal insurance through HUB International’s hospitality and franchise expertise.
Any Culver’s franchisee can participate in the program. There are no size or revenue requirements — whether you operate a single restaurant or multiple locations.
No. You do not need to already be a HUB client to receive a program quote. Franchise owners can request a quote independently.
There are no extra costs or hidden fees — HUB provides comprehensive service and competitive pricing under the program without additional charges.
The program typically includes commercial property, liability, workers’ compensation, cyber liability, business interruption and other tailored coverage options designed for franchise operations.
Support services include workplace safety resources, compliance and risk-management tools designed to reduce claims and help protect employees, guests and the brand overall.

Workers’ Compensation Captive – Structure & Philosophy
The Culver’s Workers’ Compensation Captive is a specialized insurance program created for participating Culver’s franchisees. Instead of a one-size-fits-all workers’ compensation program, it offers a uniquely tailored structure to Culver’s restaurants, with the goal of stabilizing costs, supporting safety and protecting your ability to run your business. From your day-to-day perspective, the policy is issued and administered very much like a standard workers’ compensation policy. The difference is how the program is structured behind the scenes.
CFS and HUB wanted to give Culver’s owners a more thoughtful, long-term way to manage workers’ compensation by bringing franchisees together in a single, purpose-built program. The goal is to reduce volatility, reward strong performance and support a culture where people and safety are taken seriously.
In a traditional program, each policy is rated on its own, and most of the benefit of good performance stays with the carrier. In a captive, pricing and structure are informed by the experience of the Culver’s system, with more transparency, dedicated risk control and the potential for improved total cost over time.
No. CFS helped fund and establish the captive so franchisees can participate without putting up their own capital up front. Your role is to participate in the program and pay premiums. There is no separate capital contribution required to join.
Yes — and that’s part of the design. Franchisees who invest in safety and claim prevention can positively influence their long-term cost, while poor performance can have the opposite effect. HUB provides tools, benchmarks and support to help your leadership team and managers create safer workplaces and better outcomes.
When the program performs well and regulatory/financial requirements are met, the captive is structured so that participating franchisees may benefit from that performance. Dividends are never guaranteed, but the goal is for value created by strong, system-wide performance to be shared with the group, not just the carrier.
Eligibility & Participation
All Culver’s franchise owners can be considered for participation, subject to standard underwriting. If you’re not sure whether the captive is the right fit for your business, the HUB team can review your locations, loss history and growth plans and outline the best options.
Yes. To protect the captive and participating franchise owners, there are underwriting standards related to loss history and safety practices. The carriers typically review 3–5 years of workers’ compensation loss runs, open claims and other account details as part of their evaluation.

It’s designed to reflect common contractual requirements and the specific exposures you face as a Culver’s restaurant, and it benefits from the experience and scale of the Culver’s system. The goal is simple: protect your location so your team can focus on running great restaurants.
Culver’s reputation is built one experience at a time. The program includes coverage options that respond to business interruption, foodborne illness events and trade name/brand recovery expenses, along with certain crisis management costs. We’ll walk you through how these coverages work so you know what to expect if something impacts your ability to operate.
Yes. In addition to protecting your restaurants, HUB can help owners and key leaders with personal insurance, home, auto, umbrella and more, so your business and personal protection work together. Through VUI by HUB, eligible crew members can also access preferred pricing on certain personal insurance solutions, giving your team a practical benefit outside of the restaurant.
Pricing, Savings and Value
Every situation is different, but many Culver’s franchisees have seen meaningful savings and stronger coverage compared to prior programs. Your pricing will reflect your locations, payrolls, loss history and coverage choices, but the intent is to use the strength of the Culver’s system to deliver better value than a one-off market quote.
Both. The captive structure and dedicated carrier programs can provide more competitive pricing, while improved safety, claims management and benchmarking can help reduce losses over time. The more consistently we prevent and manage claims, the more room there is to reinvest back into the business.
From a billing standpoint, this will feel very familiar. In almost all cases, billing is set up much like a standard insurance program, based on your carrier and coverage choices. We’ll walk you through the options available for your account and help you choose an approach that aligns with how you manage cash flow and accounting.
Claims, Safety and Support
Workers’ compensation claims are handled by experienced adjusters who understand restaurant operations, in partnership with HUB’s claims advocacy team. The focus is on caring for injured employees, supporting return-to-work when appropriate and managing total claim costs so your restaurants can keep running smoothly.
The program gives you access to restaurant-focused safety resources that cover everything from slip-and-fall prevention and kitchen safety to lifting techniques and ergonomics. We can also help you review claims trends and share best practices across the system, so your leadership team can create a safer environment for employees and guests.
You’ll receive clear reporting instructions and contact details as part of the onboarding process. Your managers will know exactly how to report a claim, who to call with questions and how to loop in the HUB team for guidance throughout the process.

We’ll start with a confidential review of your current program, loss history and goals. From there, we can provide an indication or proposal so you can compare options side by side, without any obligation to move until you’re comfortable.
