Builder's risk vs. general liability insurance: which is better?

General liability insurance covers a contractor's legal responsibility for third-party bodily injury, property damage and advertising injury arising from business operations.  General liability insurance typically runs on an annual basis and covers a contractor across all active projects, not just one job. Most contracts, permits and lender agreements require proof of general liability coverage before work begins.

• Advertising injury claims tied to business operations 
• Completed work through products-completed operations coverage 

It doesn't cover damage to the structure under construction, which is the role of builder's risk insurance. 

Builder's risk insurance covers physical damage to a structure under construction from the start of construction until the project is complete or occupied. Coverage typically extends to building materials on-site, materials in transit and equipment being installed as part of the project. Some policies also cover soft costs, such as lost income or additional financing costs tied to a covered delay. 

Builder's risk insurance typically covers:

Builder's risk insurance is written for the length of the project rather than on an annual basis, and coverage ends once construction is finished. It doesn't cover injury claims, design errors or general liability exposures.

The core difference is what each policy protects: builder's risk insurance covers physical damage to the structure and materials during construction, while general liability insurance covers third-party injury and property damage claims tied to the contractor's operations. Builder's risk is project-specific and expires when construction ends. General liability is ongoing and applies across a contractor's full scope of work. Builder's risk responds when a fire damages materials on-site. General liability responds when a subcontractor's equipment damages a neighbouring property. Neither policy substitutes for the other, which is why construction projects typically carry both.

Insurance protects contractors and project owners financially by transferring the risk of property damage, injury claims and unexpected loss during construction to an insurer. Most construction projects require both builders' risk insurance and general liability insurance because each covers a different exposure, and neither replaces the other. General liability insurance doesn't cover damage to the structure being built, and builders' risk insurance doesn't cover third-party injury or property damage claims. A fire during construction is a single incident that could involve losses under both policies, with builders' risk covering the damaged structure and general liability covering any resulting third-party claims. Contracts, permits and lenders frequently require evidence of both before a project moves forward.
