All Canadian employers are required to ensure their employees are safe, including while travelling for business.

We do not know what Travel Health coverage, if any, an employee has personally. We also don’t know if an employee’s personal Travel Health plan has a medical stability requirement.

To protect against financial liability in the event of no coverage or medical stability issues, MSBA has arranged Out-of-Province/Canada Business Travel Health for eligible volunteers, school trustees and staff. Underwritten by iA Special Markets, it provides emergency medical benefits for employees travelling on school business; for example, to attend conferences, international student recruiting, meetings, and/or school sanctioned trips. MSIP policy wordings are available upon request.

Additionally, to ensure adequate coverage is in place, all eligible staff/volunteers travelling as approved chaperones on school-sanctioned trips are also covered under this policy. Enrolment and payment will be coordinated by HUB International.

Features:

Emergency medical coverage out-of-province/Canada for business travel only

No medical stability requirement
Travel cards with carrier contact information will be made available to each School Division for distribution
$1,000,000 maximum with $100,000 for medical evacuation per trip

All School Divisions must participate. With the objective of ensuring that all Staff/Trustees/Volunteers have adequate coverage while travelling, the MSI Committee has mandated that all MSBA School Divisions will have the same Out-of-Province/Out-of-Country coverage.

Update for 2025/26: Travel Tracking is NO longer required for purposes of this plan.

Each school division maintains Universal Student Accident Insurance coverage, underwritten by Industrial Alliance, for all students attending a school within the division. The program provides basic accident and medical coverage while students attend school or participate in school-organized activities. It also extends to provide coverage to high school students enrolled in an approved course or class outside of school that qualifies for credit in Physical Education. This coverage does not extend to any other activities at times outside of school; i.e. not 24 hour coverage.

This program provides coverage for all full-time students registered in the participating School Divisions, while:

In school buildings or on premises by reason of attending classes on any regular school day;
In attendance at or participating in any school activity approved and supervised by a proper school authority;
Traveling directly to or from any regularly scheduled and approved school activity under the direction or supervision of a proper school authority;
Traveling directly to or from their residence and school for the purpose of attending classes or participating in any school sponsored activity;
Participating in physical activities taking place as part of the grades 9 to 12 Physical Education Curriculum as approved by proper school authority;
Engaged in the performance of the duties assigned to the Insured Person while he/she is participating in a school approved work experience program.

Aggregate Limit of Indemnity: $1,000,000 any one accident.

Under the Universal Student Accident Insurance, full-time equivalent students have coverage in the event of an accident. Please note, students must have Manitoba Health or provincial healthcare replacement coverage to be eligible under this plan. There is accident coverage under the scenarios in points 3 and 4 listed above in regards to travelling to and from an approved school activity.

The Universal Student Accident Insurance Program complements but does not replace the Voluntary Student Accident Insurance coverage purchased by parents/guardians.

It is recommended that all parents/guardians consider purchasing Voluntary Student Accident Insurance, which provides 24-hour coverage for all accidents at home, school, sports, organized activities or play for the entire year.

Universal Student Accident Insurance - How to Claim
Industrial Alliance Insurance and Financial Service Inc. must be notified within 90 days of the date of the injury, regardless of whether expenses have been incurred. It is the entire responsibility of the parent or guardian to forward claim forms as indicated. If there is more than one insurance carrier (e.g. Parent’s Group Benefits Plan, Voluntary Student Accident Coverage, etc.), benefits are coordinated. Expenses are to be submitted to the other insurance carrier first; once the Explanation of Benefits is received, please forward it to this plan with copies of the expenses.

Remote Learning and Student Accident Insurance

For students who are engaged in remote learning, the Universal Student Accident Insurance will remain in-force for periods where the student is on a live call with a teacher or school staff member. Coverage does not extend when watching pre-recorded content or engaging in independent study. The Voluntary Student Accident Insurance underwritten by Old Republic Insurance Company of Canada provides enhanced coverage for accidents and offer benefits beyond what the student would have through either the Universal Student Accident Insurance held by the School Division or through a parent’s benefits plan through their employer. Coverage under the Voluntary Student Accident Plan includes disability, fractures, dislocations, accidental dental, ambulance, hospital and many other benefits.

To be eligible for this coverage, the student must be:

a) More than 6 months old; and

b) Less than 27 years of age; and

c) Live in Canada, except the province of Quebec

Note:

If the student is 14 years old or more at any time during the Coverage Period, they must be a full-time student in the 12 months prior to a claim.
Full-time student is defined as being enrolled in a minimum of 3 courses at the same time during any 4-month period during the Coverage Period.
Teachers and Non-Teaching Personnel are not eligible for coverage
Children enrolled in different schools or school boards may be insured under one policy as a family
For ages 21 or over, travel benefits are not available and some benefits are limited.

Claim forms, along with the initial dental report or physician’s statement, must be submitted within 90 days of the date of the accident or date of death. Cost per student will be dependent on destination, number of days, age and trip cost. Use your dedicated School Division weblink to obtain a quote based on the number of students. Below are some common examples when purchased as a SINGLE student:

You can purchase insurance for up to 30 students at a time through your dedicated School Division Link (see Purchase Student Travel Insurance link). When determining total insurance costs, be sure to enter the required data for each traveller and click “Get Quote”. Depending on the number of travellers, the process will be completed within minutes.

If you are purchasing multiple policies at time, provide your information as the Primary Contact under Contact Details. A credit card will be required to complete payment and secure insurance. No other form of payment will be accepted.

If you are purchasing Trip Cancellation/Interruption insurance for Staff/Volunteers chaperoning a Student Trip, it is recommended that Trip Cancellation/Interruption coverage for Staff/Volunteers is purchased separately so they can elect Trip Cancellation/Interruption only.

IMPORTANT: Be sure to check the Government of Canada’s Travel Advisory site when booking trip, prior to purchasing insurance, and prior to departure.

All traveling students must have a valid Health Care from a Canadian Province or Territory OR a private provincial health replacement plan for the full duration of the trip. No Exceptions.
