Frances K. Horn, J.D., PHR


Chief Compliance Officer, Central Region

Frances Horn provides compliance and consulting services for the Central Region of HUB International regarding health plans and other employee benefits. Her areas of expertise include health care reform, ERISA, COBRA, the Family and Medical Leave Act (FMLA), Health Insurance Portability and Accountability Act of 1996 (HIPAA), employment issues, cafeteria plans, and compliance with Internal Revenue Code requirements for favorable tax treatment of benefits. Ms. Horn assists clients through education and guidance on strategic and compliance issues for employee benefits and related human resource programs. She is a frequent speaker for not only local offices, but state and national groups and associations. Prior to joining HUB, Ms. Horn was with Willis North America as the Atlantic Region Subject Matter Expert as part of their National Legal and Research Group (NLRG). She also served as the operations manager for NLRG. Previously, Ms. Horn held several positions in the Human Resource Management as the executive level as an HR Generalist.
